I suppose it would be fair to compare this to something western graphic novel-like, Hellboy? Set during World War I, there's govt intrigue, spies, and some special powered agents. I expected a lot more out of this since it's part of the 'Power of Anime' plan that also spawned Sora no Woto. I shouldn't be too surprised then, since I thought that one was a gigantic disappointment last season too.
Initial Thoughts: Luke warm.
